Since this serum is very light/runny, I use it as first serum (before toner). I waited until it is fully absorbed, then apply toner and the next step in my skin routine. During the days my face felt extremely dry, I use moisturizing toner first, then WH effector. It is necessary to wait at least five minutes or until the serum is fully absorbed before using other skincare product, otherwise the serum will pill/ball up and the skin felt gritty.
